Josai University Educational Corporation (Josai) was established in 1965 by Mikio Mizuta, former Japanese Minister of Finance, with the opening of Josai University (JU) in Sakado in Saitama prefecture. Mizuta was first elected to the House of Representatives in 1946, in the first election held under the current constitution, and devoted his political career to the rebuilding of Japan. He served as Minister of Finance in five successive governments, and is widely regarded as one of the key figures in Japan’s postwar economic recovery. In founding Josai he was realizing his belief in education as a means to nurture talented young people, and hence build the foundation for the future.

After its initial establishment, Josai expanded in 1983 with the opening of Josai Women’s Junior College (Josai Base College since 2000) in Sakado, and grew further in 1992 with the founding of Josai International University (JIU) in Togane, Chiba prefecture. On our 40th anniversary, in 2005, we formed the Kioicho campus in central Tokyo to act as a nucleus to link all the Josai schools and campuses

Josai currently consists of three affiliated institutions totaling thirteen undergraduate faculties of study and eighteen departments. The university offers a broad range of both traditional and modern specializations including: international humanities, economics, management studies, information sciences, pharmaceutical sciences, media studies, tourism, social and environmental studies, and nursing. Josai also runs two graduate schools offering ten different advanced degree programs and preparatory academic courses for overseas students. These play an important role in developing international education and research. There are Faculties of Pharmaceutical Sciences at both JU and JIU which together comprise the largest and most diverse pharmacy education available in Japan.

It is a great pleasure for us to host both the 1st International Conference on Halal Pharmaceuticals and Cosmetics (HPC Conference), and the 7th Conference of Asia Pacific Pharmacy Education Network (AP-PEN Conference) here at Josai. I would like to take this opportunity to warmly welcome speakers and participants alike. International cooperation has always been one of Josai’s great strengths and currently JU and JIU combined host 1,500 foreign students from more than 30 different countries which form part of the network of more than 180 partner institutions around the globe in which we take immense pride.

The driving philosophy behind Josai is “Character Building Through Learning.” As our founder proclaimed at JU’s inaugural ceremony more than half a century ago, “Scholarship itself is not the goal; it is merely a means to build character. A good society can only be created by good people.” As the 21st century advances, the world is becoming increasingly complex and this presents us with new challenges that are both domestic and international in nature. One such challenge is the rapid change taking place in institutions of higher education all over the world. We remain however dedicated to nurturing the individual talents and potential of today’s young people, encouraging them to live fulfilling lives, and to do their utmost to contribute to a peaceful, productive society without social or ethnic barriers.

It is a great pleasure and honor to have this opportunity to greet you on the occasion of the 1st International Conference on the Halal Pharmaceuticals and Cosmetics (HPC Conference) and the 7th Conference of Asia Pacific Pharmacy Education Network (AP-PEN Conference). I would personally like to wish a very warm welcome to each and every participant and speaker at this joint conference.

As individual nations search for ways to move forward in an increasingly borderless environment, globalization has brought difficult challenges. However, as well as challenges it has also brought new opportunities for professionals, in all fields, to put their expertise into practice in new locations and cultures. Such opportunities demand new, global standards of professionalism and for a new type of cooperation that can reach into the regions of nations. Through such cooperation I believe new dimensions of mutual understanding, respect and friendship can be realized.

Next, I would like to talk a little about the 1st HPC conference and its relevancy to contemporary society. As you will be aware, the term “halal” in the title of the conference refers to what is permissible or lawful under traditional Islamic law, and is commonly applied to describe food and beverages that are considered suitable for Muslim consumers. Although “halal” is originally used for such purpose, it can also imply “hygiene”, “safety” and, “health.” These are ideas that are key to understanding the work that pharmacists and pharmaceutical scientists carry out. Today, people all over the world demand a safe and secure life and halal, pharmacy and pharmaceutical sciences have a role to play in this and thus in guaranteeing peace of mind for all people no matter their ethnicity or background. As culture propagates internationally and levels of wealth increase, it is thus important to consider halal not only in terms of food and drink, but also in terms of pharmaceuticals and cosmetics.

Regarding the AP-PEN Conference, as a pharmaceutical educator I look forward to hearing about the latest advances in pharmacy education. AP-PEN is now in its 7th year, and to date emphasis at the conference has been placed on the curriculum, delivery methods and issues of accreditation in pharmacy education.
One current issue in Japan is the 6-year pharmacy education system we adopted 12 years ago, for which a clear, fixed methodology is yet to emerge. Meanwhile, although other Asia Pacific countries have been making great strides to harmonize their respective pharmacy educations, we still need to discuss how to make the field more globally oriented. The rapid development of information science is another area vital to pharmacy education. The growth of the internet of things (IoT) and artificial intelligence (AI) strongly indicate that we need to rethink the methods of pharmaceutical practice and development. Finally, since it is now impossible to think of an individual country’s pharmacy education in isolation to other countries, the way we link all these parts of pharmacy education together is crucial. Taking all these things into account, it is my hope that this conference can uncover new innovation in the teaching and practice of pharmacy. This I believe will enable greater student engagement and promote a pharmacy education that is more globally and practically minded.

Finally, I would like to express my heartfelt thanks to Management & Science University (MSU), Malaysia, and the organizing committees for both the HPC and AP-PEN Conferences. I am certain that all the participants will enjoy this unique joint conference very much and in doing so be able to put forward many new ideas and strategies relevant to issues of halal and pharmacy education in Japan, the Asia Pacific region and the world. I eagerly await the positive outcome of all your discussions, workshops and presentations.

Welcome to the 1st International Halal Pharmaceuticals and Cosmetics (HPC) Conference and the 7th Asia Pacific Pharmacy Education Network (AP-PEN) Conference, I bid to all participants and speakers.

In today's world, “halal” products are eagerly sought for and this includes medicines, health supplements and cosmetics. Therefore the commencement of this conference is very relevant with its time. It is hoped that this conference can be continue in the years to come.

Following the borderless world, international collaboration is very important in order to move forward. Individual nation need to break down the walls and start to get and share their knowledge and ideas with other countries for the betterment of the nation. AP-PEN conference is a great platform build to accommodate this. It is my hope that AP-PEN can bring harmonization in pharmacy education throughout Asia Pacific region creating borderless pharmacy education for the students all over the region.

Congratulations and heartfelt thanks to Josai International University and Josai University, Japan as the host and organizing committee for these events. I am sure all participants and speakers will gain some useful insights and ideas from this unique collaboration.
